Not just a verdict

The reasoning, not just the result

A yes/no answer doesn't hold up to scrutiny — every determination shows the exact facts and thresholds behind it, in plain language.

Enhanced tier

Enhanced tier applies

  • Maximum capacity of 850 exceeds the enhanced tier threshold of 800
  • Premises use matches Schedule 1: entertainment and leisure
  • Public access to the premises is confirmed
  • Standard tier threshold of 200 is also exceeded, so standard tier duties apply as a floor

Every change, timestamped

A live, dated history — not a filed plan

A procedure nobody's touched in a year isn't evidence of anything — CrowdDuty timestamps every revision, training completion and drill.

Not a template

Grounded in the guidance, not a generic template

The statutory guidance asks for reasoning, not a checklist — CrowdDuty's narrative document explains why each measure is proportionate for your premises specifically.

Public protection measures — narrative statement

Section 3 · Entry screening

Bag checks and a walk-through search are conducted at the north entrance during all events. This measure is proportionate to the venue’s capacity of 850 and its single ground-floor public concourse, where alternative mitigations would not adequately reduce dwell-time risk at the point of entry. Staff conducting checks complete the search-procedure training module before being rostered to the role.

Proof

Proof, not just paperwork

Every training completion is tied to a named staff member, a specific procedure version, and a date — so you can show, not just say, who was trained on what and when.

  • See where every new starter stands at a glance, from onboarding to full sign-off.
  • Catch staff whose training has lapsed before it becomes a gap in your evidence.
  • Keep every completion linked back to exactly what was trained on, version included.

Terrorism (Protection of Premises) Act 2025

Martyn’s Law

The new rules, and they’re enforceable

Martyn’s Law puts a legal duty on the people who run public premises, named for one of the twenty-two people killed in the Manchester Arena attack. It isn’t guidance to aspire to — it’s a duty with thresholds, deadlines and a regulator behind it.

  • 200+ people means a plan, not a maybe.

Standard tier procedures aren't optional once you cross the threshold: evacuation, invacuation, lockdown and communication all need a written, workable plan.

CrowdDuty determines your capacity threshold and generates the four standard-tier procedures from your premises' own layout and use, not a blank form.

  • Enhanced tier needs proof, not paperwork.

At 800 or more, the law expects a document that explains why your measures are proportionate — ready to produce on short notice.

The narrative document CrowdDuty drafts cites the specific facts behind each measure, and stays exportable as an evidence pack at any time.

  • Fines scale with you.

Up to £10,000 at standard tier; at enhanced tier, the greater of £18m or 5% of global revenue.

The cost of getting this wrong scales with the size of the organisation getting it wrong — which is exactly who this page is for.

  • The regulator can act.

SIA inspections, enforcement notices and criminal offences for non-compliance sit behind this, not just a strongly-worded letter.

An evidence pack that's current the day it's asked for is the difference between an inspection and an enforcement notice.

CrowdDuty is a compliance tool, not legal advice — we help you meet the standard, your own judgement and evidence still matter.

Questions we get asked

Anything else — book a demo and ask on the call.

Can I use this before the law is fully in force?

Yes. Setting up your scope, procedures and training now means you're not starting from zero once your duties become enforceable — and standard tier duties, once the threshold is crossed, apply from that point, not from some future grace period.

What happens when the guidance changes?

The statutory guidance is expected to be refined after the law comes into effect. When it changes, CrowdDuty updates the underlying rules the calculator and document drafting use, and flags any of your existing determinations or documents that the change affects, so you're not relying on a stale read of an old version.

Does this replace a security consultant?

For scope, tier, standard procedures and evidence, most operators won't need one. For complex or contested premises — unusual layouts, shared occupancy, borderline capacity — we'd still recommend independent advice, and CrowdDuty's output is built to make that conversation faster, not to replace the judgement call.

How does the AI-drafted document handle liability?

The document is drafted from your inputs and reviewed and approved by you before it's used — it's a drafting aid, not a substitute for your own sign-off. CrowdDuty is a compliance tool, not legal advice; responsibility for the accuracy of what you submit and approve stays with you.

What's the difference between standard and enhanced tier?

Standard tier applies from 200 people and covers procedures: evacuation, invacuation, lockdown and communication. Enhanced tier applies from 800 people and adds public protection measures, a documented and proportionate reasoning for them, and a named senior individual responsible for compliance.

Can I import all my sites at once?

Yes, on the Enterprise plan. Bulk import brings in your site list and lets you push a template, procedure or training assignment to every site at once, rather than setting each one up by hand.

See your tier, and what it actually requires

Run the free calculator for a scope and tier determination with the reasoning shown. If it’s more than a single site, book a demo and we’ll walk through the portfolio view.
